The Moldovan Government refused to sign a cooperation agreement with the International Organization for Economic Development (IOED). Thus, the organization has to recognize the Transnistrian region as a separate entity for being able to provide social and economic support to it, deputy ambassador and special representative of the IOED in Moldova Fiodor Ghelici said in a news conference at IPN.

Fiodor Ghelici said the IOED, by holding direct negotiations with Tiraspol, de facto recognizes the Transnistrian region. From his viewpoint, this doesn’t do well to the country. The IOED deputy ambassador said he provided the authorities with a set of official documents describing the organization’s mission and the projects that it wants to finance.

“We received hundreds of requests from Moldovans who ask for financing for such social projects as the construction of kindergartens, water supply systems, and centers for elderly people. As no agreement was signed with the Government, no investor will want to bring money to this country,” stated Fiodor Ghelici.

He considers that one of the reasons for which the authorities do not accept to sign an agreement with this organization is the fact that the allocated money goes directly to the recipients, without the authorities managing the funds.

Fiodor Ghelici said he cannot explain to the colleagues from the IOED why the Moldovan authorities do not want to help the own people. “A large organization with significant financial resources offers assistance, but the authorities refuse it even if the Moldovan people emigrate in a large number,” he stated.

He also said that until now he made approaches to the Government, the President and the Foreign Ministry, while in September will make a call to the MPs. The IOED makes effort to find other methods for helping the Moldovans, avoiding the bureaucratic obstacles. A method is the direct cooperation with beneficiaries, without the authorities being contacted and informed about the provided support.
