At the end of May, "Avia Invest" company, the operator of the Chisinau International Airport, concluded a contract with the Border Police General Inspectorate on the payment of daily allowances, in the amount of over 255 thousand MDL, to the Border Police staff supposed to carry out their duties at Chisinau Airport between June 1- August 31. Statements in this regard have been made by Andrei Nastase, Deputy Prime Minister, Minister of Internal Affairs, at a press briefing.
The head of the Ministry of Internal Affairs suspects that this initiative represents an attempt to "qualify as legal certain illicit actions". "In which civilized country can a private company pay money to civil servants?", Andrei Nastase asked. The minister also says that an investigation on this case has been initiated.
Another case that, according to the minister, could seriously affect the national security, refers to an attempt of the same company, "Avia Invest", to promote, through public officials, a draft law by which the Border Police is excluded from the process of ensuring the aviation security at Chisinau Airport.
According to the minister, attempts have been made to exclude the Border Police from controlling a series of processes, such as the security control of passengers, the control of hand luggage, the control of access to the air operations and security area at the airport, the control of hold luggage. The minister urged lawmakers to amend all legal provisions in this regard, adopted last year, which risk to seriously endanger the national security in the field of air transport.
Andrei Năstase also says that illegal promotions and dismissals have been operated until the appointment of Rosian Vasiloi as Head of Border Police. It was found that several decision makers within the Border Police had ordered, approved or tolerated internal investigations and disciplinary sanctions applied against professional and honest border guards, so that further they could appoint loyal persons in these positions.
Border Police Chief Rosian Vasiloi said that for a month, since assuming office, he has tried with his team to analyze the operational activity of the institution. Several internal investigations were initiated, either with the participation of prosecutors or with the participation of SIS officers.
According to Rosian Vasiloi, "the system has been reformed according to indications" instead of undergoing certain institutional changes in the European spirit as an institution established for the protection of law at the country’s borders. As regards "Avia Invest" actions, Rosian Vasiloi, claims that now all security measures have been reintroduced at Chisinau Airport in order to ensure the security of people and of border crossing point.
