Inspections carried out at companies under strict monitoring

The companies and private individuals who perform entrepreneurial activities will have to institute a register where to include all the inspections carried out by inspection bodies. A law providing this came into force in March. The standard format of the register is available on the State Chancellery’s website – www.cancelaria.gov.md, IPN reports.

In an interview for Radio Moldova Ruslan Codreanu, division head at the State Chancellery that will monitor the implementation of this law, said the objective is to diminish the pressure of inspections on businesses. At the first stage, there will be created the governmental portal of state inspections - www.controale.gov.md. It will contain an electronic database about planned and unexpected inspections and their results.

At the second stage, until October 31, 2013, an automated information system called “State Register of Inspections” will be created based on the mentioned portal. This information system will represent a common online platform that will interact with the State Register of Law Units and other registers and will enable to automate the monitoring of the inspections carried out.

The law concerning the state control of the entrepreneurial activities was adopted by Parliament on June 8, 2012. It reduced the number of authorities that can carry out inspections at companies from 62 to 33. They can perform planned inspections only once a year. The unplanned inspections will have to be justified.

It should be noted that the law does not cover the inspections carried out by the State Tax Service, which are regulated by the Tax Code.  The Service and other authorities to which the law does not apply are recommended to formulate own regulations concerning the procedure and mechanism for recording and monitoring inspections.
