The Government approved a draft law on the institution of a moratorium on state inspections for a three-month period, which is aimed at ensuring a favorable environment for the development of the business sector, IPN reports.
The document is designed to limit the abusive intervention of the inspection bodies at private individuals and legal entities that perform entrepreneurial activities in Moldova.
Minister of Justice Vladimir Cebotari, who presented the bill, spoke about the actions taken to institute the moratorium. A part of the state institutions confirmed the issuing of orders about the institution of the moratorium. Among these are the Ministry of Economy, the Ministry of Finance and the Ministry of Agriculture and Food Industry, which announced that the inspection institutions managed by them will not carry other inspections. Other ministries are yet to do this. The bill was consulted with the interested sides, while representatives of civil society carried out an appraisal. Most of the proposals were included in the final variant of the bill.
The minister also said that a telephone line will be set up for economic entities to report abuses by inspection bodies through it. There were chosen the employees who will be responsible for communication with the economic entities. The mechanism for responding to beneficiaries’ requests was worked out. The telephone line 022 823-823 will start work today, February 4, and will be available from Monday through Friday.
Prime Minister Pavel Filip said these are long-term measures, not momentary and populist actions. “The issue of inspections is a system one. The Government took all the actions that are within its remit. During the three-month moratorium, we will draft a bill that will regulate the inspections process so that this is transparent and with clear rules,” he stated.
