Information Technology and Cyber Security Service to be instituted

The data centers in the public sector will be consolidated and the management of the state information systems will be optimized. For the purpose, there will be created the Information Technology and Cyber Security Service by reorganizing the state-run Special Telecommunications Center. The new entity will also absorb the state-run Agricultural Information Center, IPN reports.

Under a Government decision, the service will manage the governmental infrastructure of information networks and data centers, will ensure cyber security and will represent the authority for certifying public keys for the governmental sector.

The new public institution will take over the common technological governmental platform (MCloud) and will extend it by consolidating the data centers so as to ensure the aligning of this to the European security requirements. In cooperation with the owners of state information systems, the service will ensure the migration of systems to the MCloud platform and will manage them based on unified administration and quality ensuring procedures.

These measures will contribute to overcoming a number of problems faced by the public authorities, such as the lack of qualified staff in the IT sector and the insufficiency of infrastructure needed to ensure a high quality and security level of the IT systems.

“With a lot of data processing centers, it is much more difficult to ensure proper cyber security. It will be much simpler if we concentrate all the institutions on a server or the platform MCloud. First of all, the costs will be much lower. Secondly, we will ensure cyber security,” stated Prime Minister Pavel Filip.

As regards the development of state information systems, the project management, analysis, designing and IT solution quality ensuring capacities will be strengthened. The public institution E-Governance Center will be renamed the public institution Electronic Governance Agency of Moldova. The Agency will continue to promote the technological innovations in the Government and to modernize the public services.
