Independent municipal councilor claims losses of MDL 25 mln caused by CMC decision

The Municipal Council approved on Thursday, November 23 to sell a plot located on Ciocarliei Street to “Moldconstruct Market” Ltd. The plot has an area of 2.04 ha and was sold for MDL 4.5 mln, the initial price being MDL 3 mln. The company declared it will build apartment blocks on the plot, investing more than MDL 8 mln in this project. The approval of the decision draft was voted by the communist faction, several independent councilors and 4 representatives of AMN. Independent councilor Mihai Roscovan, who voted against the decision said that according to the papers presented by the auctions commission, the contest was just formal and the winner was not determined via competition, but based on prior arrangements. The final price of MDL 4.5 mln for 2 hectares of land is 7-fold lower than its real price. Therefore, the municipal budget incurred losses of MDL 25 mln as a result of this transaction. Mihai Roscovan proposed canceling the results of the contest and organizing another one, so that this land would be sold at a higher price. The independent councilor accuses his colleagues who voted this draft decision of wangling, especially the communist councilors who unanimously voted it, being supported by a “lobby of constructors” from AMN faction and several independent councilors. According to Roscovan, this year the CMC approved decisions which jeopardized the municipal budget of about MDL 400 mln because of the inefficient management of the municipal property or because of the pressures put by certain groups over the municipal administration. The aforementioned draft decision was included in the agenda of a previous session of CMC, but failed to accumulate the necessary votes. Municipal councilor Oleg Cernei solicited back then to exclude this issue from the agenda because this company belongs to Oleg Voronin, the son of the head of state and the price it has to pay for two hectares of land is ridiculously low.
