Independent experts note successes, but also stagnations in implementing the Action Plan Moldova-EU

The Action Plan EU-R. Moldova made a new moderate progress in a range of areas, but there is some stagnation as well. This was the conclusion of ADEPT and Expert-Grup experts made publicly when launching the project „Action Plan EU-RM: document accessible to public”. At a press conference it was presented the report on the results of monitoring the implementation of the Plan in 2005, where were explored 10 fields as priority. According to Igor Botan, ADEPT manager, in the area of democratic institutions, the essential achievements are a result of „political partnership” gained by the formations represented in the parliament. He mentioned that in this sense many progresses were noted, but they’re still some problems. Including, Botan referred to mass media situation, where „the situation puts many questions.” Regarding the Transnistrian conflict, he mentioned that in 2005 there were noted some evolutions on external level, but it was not registered any progress related to solving the conflict, this is due to support of Russian Federation given to Transnistrian authorities. Botan also referred to justice system, where there were undertaken some actions, the positive effects of modifications did not show up yet. The experts, who drafted the report referred to actions in the field: Moldova’s economic and social development, external commerce, regulatory reform, frontier control, fighting organised crime and migration management. They noted some developments at these matters, but there are still some difficulties. According to report’s writers, noting the limited evolution or its lack is put on tight deadline of the implementation, insufficient administrative capacities, inert ion to adapt to new conditions, lack of appropriate financial and economic resources. To implement appropriately and progressively the Plan it is imposed the approval of a Concrete Measures Program on behalf of authorities and public opinion. Valeriu Prohnitchi, executive director of Expert-Grup said that the Action Plan is done asymmetrically regarding the commitments that Moldova has taken and those of EU. EU has big economic and political resources that could be allotted to Moldova for positive implementation of the Plan. Within the mentioned project, the experts will draft quarterly a report „Euromonitor”. The next will be edited in April. The Action Plan EU-RM was concluded on 22 February 2005 and is for a 3-month term.
