In search of parking spaces, Urban Mobility Division proposes assessing courtyards in Chisinau

There are about 500 transport units abandoned in courtyards of Chisinau, but representatives of the General Urban Mobility Division (GUMD) actually estimate a much higher number. The situation becomes tense because of those who own several vehicles and park them in the yard, arousing the dissatisfaction of neighbors. In order to identify solutions and set up parking lots, including residential ones, the Division suggests assessing the yards and inventorying the transport units.

The head of the Division’s Parking Unit Sergiu Popovici told IPN that there is a big problem with parking lots and residential parking spaces and, in order to ensure their organization, more tools are needed, such as monitoring, payment, interventions at the contravention and administrative levels.

Sergiu Popovici said that the regulations and technical procedures on the development of this sector in other countries, especially in Romania, are currently being analyzed, and it is planned to introduce amendments to the regulations on the organization and operation of parking lots and parking spaces in the municipality of Chisinau so as to regulate residential parking.

The head of the Parking Unit explained that a fundamental analysis of the number of transport units that are parked in the yard is required before setting up residential parking lots. There are residents who own more than one car and park them all in one yard and no one can prohibit them because it is public land and there are no relevant regulations.

"I, an inhabitant of Râșcani district, in a courtyard in Botanica district have the same rights as an inhabitant of this courtyard to park the car there, if the place is appropriate. We have petitions and statements referring to the fact that some people organize supposedly personalized places with interventions on green spaces, in breach of the law," exemplified Sergiu Popovici.

He also said that there are reports about the fact that the parking lot "was purchased" jointly with the apartment. "When we intervene to use all the land and spaces in the courtyards of apartment buildings and reach these blocks, we will ask the competent bodies to investigate when a person is misled and sold an asset that does not belong to them categorically as the land in question belongs to the municipality," said the head of the Parking Unit.

"We intend to examine the yards, to remove what is illegal and to provide all users with parking spaces," assured Sergiu Popovici assured.

The new regulations will include solutions regarding abandoned transport units. The deputy head of the General Urban Mobility Division Vladislav Pistol said that the legislation does not allow the LPAs to take away abandoned cars. In addition, according to the Civil Code, in order to report an abandoned car, the express consent of the owner is required.

Currently, there are about 52,000 parking spaces in the municipality of Chisinau. Most of them are available in Râșcani district – 13,777 places, in Ciocana district – 11,227 and in the Centru district – 10,558 places.
