In exceptional situations, population could be warned by mobile message

“Cell Broadcast” can be the most optimal early warning solution for the Republic of Moldova. According to this technology, in an exceptional situation, the population receives a warning message on their mobile phone, regardless of the operator, in a very short period of time. This conclusion was reached within the “Improving Moldova’s Emergency Response System” project that was completed, IPN reports.

The General Inspectorate for Emergency Situations said that, based on the project, a study was carried out during six months to examine the risks, the level of technological development of the country, electronic communications service providers, taking into account the international practice in the field. It was determined that “Cell Broadcast” can be the most optimal early warning solution for the Republic of Moldova. The system can be used in major situations where citizens’ lives and health are endangered, such as extreme weather events, floods, but also other situations that seriously threaten communities.

In the project completion ceremony, the General Inspectorate for Emergency Situations’ head, colonel Alexandru Oprea, spoke about the necessity of such a system in the context of imminent risks, but also the approximation towards European standards regarding early warning.

The project was carried out with the support of the Government of the Czech Republic. Czech Ambassador to Moldova, Stanislav Kazecky, underlined the importance of the project for Moldova’s citizens and reiterated their readiness to offer support.

According to the Inspectorate, the introduction of an early warning system in Moldova will facilitate the implementation of European good practices in accordance with the EU Directive 2018/1972 and will bring the state closer to the EU standards on the European path.
