The observance of human rights in the Transnistrian region remains problematic, while impunity encourages abuses. Even if the constitutional authorities are obliged to intervene, there is no clear view as to what actions should be taken and there is no coordination between different state institutions. This affects the general satiation and also separate cases that remain without attention from the authorities, says a report presented by Promo-LEX Association

The Association’s executive director Ion Manole said the persons who violate the human rights in the region know very well that they cannot and will not be penalized and this encourages them to continue the abuses. On the other hand, the victims or potential victims do not try to defend themselves as they know about this impunity.

Even if the Reintegration Office takes particular measures, these are not sufficient or efficient. An example is the case of Adrian Glijin, whose situation remains uncertain. During over a year, the relatives of the young man who is held in Tiraspol haven’t talked to him and do not know anything about the case. They do not possess informed about the detention conditions, the young man’s state of health and when he can be released.

Promo-LEX said the political crisis in Chisinau had a negative impact on the human rights situation in the region. Vladislav Kulminski resigned as Deputy Prime Minister for Reintegration over a month ago and the vacancy hasn’t been yet filled. “The absence of a person in this important post also has a negative impact on the human rights situation on the left side of the Nistru,” stated Ion Manole.

It was noted that the work done by the Joint Control Commission remains defective, inefficient and formal. “We do not see the purpose and efficiency of this institution that during 30 years has achieved no positive result for the inhabitants and for the public authorities in the Security Zone, from both sides of the river. We must work in this regard too as the human rights situation in the Security Zone depends a lot on the quality of this body,” said Ion Manole.

The experts of Promo-LEX recommend active involvement and efficient and prompt reactions to all the cases of human rights violations, promotion of unconditional access to institutions that monitor the human rights on the territory that is under the control of the de facto regime of Tiraspol. The procedures for penalizing the persons responsible for the violation of human rights in the Transition region, including the EU mechanisms and lists, should be resumed.
