The Helsinki Committee for Human Rights of Moldova recommends reviewing the procedure of giving the right to residence on the territory of Moldova and applying the principle of transparency within the Bureau for Migration and Asylum (BMA) of the Interior Ministry, Info-Prim Neo reports. The Committee believes the procedure of granting the right to residence as a result of getting employed is not regularized and this leads to this country being avoided by foreign investors. Foreigners are easily blackmailed by the BMA civil servants. The Helsinki Committee gives the case of a foreign citizen as an example. The BMA proposed to reduce his residence term and to annul the Immigration Certificate, the Residence Permit and the Work Permit. The foreign citizen sued the decision to the Court of Appeal. In order to speed up the pronunciation of a favorable decision by the Chisinau Court of Appeal to thus obtain his Immigration Certificate, the citizen was suggested he had to pay 500 euros, reads a release aired by the Committee. According to the same source, through indirect monitoring, the Helsinki Committee for Human Rights of Moldova got information, according to which the General Prosecutor’s Office had already been pursuing a similar case of corruption within the BMA. The Helsinki Committee recommends reviewing the procedure of giving the right to residence, thoroughly describing the situations in which foreigners can be employed and the way of registering companies of foreign persons on the territory of Moldova, as well as compulsorily providing foreigners with lawyers and competent translators foe trials.
