Igor Boțan: There is hope new administration of PGO will take necessary measures in bank fraud

The two Kroll reports on the bank fraud committed in Moldova revealed a number of important things. Now everything depends on the public authorities, if they knew to deduce conclusions from these reports. “There is hope that the new administration of the Prosecutor General’s Office will take the necessary measures to reveal the important things,” IPN project’s standing expert Igor Boțan stated in the public debate “Investigation of bank fraud: actions, perceptions, reasonable timeframes” that was staged by IPN News Agency.

According to him, the two Kroll reports were very important for public opinion. Under the pressure of the protests of May 5, 2015, the First Kroll Report was made public. Everyone expected the Second Kroll Report to be published, with names of the beneficiaries, as this report contains such information.

The expert wondered why the persons who were allegedly involved in the robbing of the banking system, Ilan Shor and Vladimir Plahotniuc, fled the country if they do not consider himself to blame? “The prosecutors can also wonder, but they should base their assumptions on evidence and should investigate very thoroughly,” he stated.

Igor Boțan also said that the report produced by the parliamentary commission of inquiry into the robbing of the banking system headed by Alexandru Slusari is very important as it starts from 2011, when the first raider attack on the system occurred. Interestsin gaining control over Moldova’s banking system began to be shown then.

“The further developments confirm that things were somehow planned, while the political control over the law enforcement and regulatory bodies was the most important instrument so that no one could thwart the game at an unsuitable moment,” stated Igor Boțan.

According to him, the recovery of the stolen funds is now the most important aspect for the citizens, especially because they were cheated and lost then about 40% of the savings they had in lei in banks.
