Igor Boțan: PDM convinced itself that assuming responsibility in a coalition is best solution

Expert Igor Boțan said that after being in the opposition for four months, those from the Democratic Party convinced themselves that the best solution is to assume a part of the responsibility by this eventual collation that is the most natural one because no other alliances are foreseen. The elites of the two parties want to keep power for better times, to profit, to conserve themselves and to enjoy all the benefits from this power. The expert stated his opinions in a public debate entitled “PSRM-PDM government coalition: necessities, possibilities, motives, impact on society?” that was organized by IPN Agency.

Igor Boțan, who is the standing expert of IPN Agency’s project “Developing political culture through public debates”, said the eventual coalition between the Democrats and the Socialists is the most natural and possible one. Even if there is a probability that other coalitions will be formed, this is much lower than the formalization of a coalition between the Socialists and the Democrats. “Why? Because they are situated on the same segment of the political spectrum – left-center-left. Because they promote practically the same “pro-Moldova” message and tens of examples can be given here. From my viewpoint, this is the most natural alliance possible. Surely, there are thorny issues that should be resolved somehow, but for now these two parties drafted their plans for the immediate future, including as regards the future presidential elections,” stated the expert.

Igor Boțan noted that society has leverage and tools for pronouncing on the performance of government coalitions and parties. ”In the parliamentary elections of February 2019, society assessed the work of those who governed during the past three-four years. The local elections followed in the autumn of last year and the PDM at those elections achieved its best result ever. Even if the political support of voters decreased, the party excelled in terms of administrative support. In a week, we will have the best experiment at the new parliamentary elections in Hâncești and we will see how the people react to the developments. The Hâncești constituency is also a district where the PDM had extraordinary administrative resources. Given the disagreements between the components of the ACUM Bloc, a lot of things will come out now,” he stated.

“It seems that we do not have reasons to expect very encouraging things for the pro-European parties. In a week, we will have a lot of things to discuss and could answer exactly the question, how society reacts? There are instruments for society to show its attitude to the politicians, to political processes. The politicians will learn lessons, but I think that all the politicians after these elections in Hâncești will have to seriously think about what is expecting us.”

In another development, the expert said the situation experienced by the country and the political class is now one of stagnation as there are no new ideas on the pro-European dimensions and on the Eurasian one.

According to Igor Boțan, there is a very powerful correlation between the new coalition and the international factor. “The good side is that there are no political forces that would challenge the implementation of the provisions of the Association Agreement with the European Union. And this is an important aspect. Another important thing is related to the promotion of a balanced foreign policy that has its costs.”

The expert also said that the emerging majority alliance has the most important potential and administrative capacity. “And if this government, even if it is reshuffled, shows administrative capacity, this will be useful for the state and for these two parties so that they could remain in power until there are preconditions for resonant political projects.”
