HR Management Reform in Central Public Administration planned for 2007

Moldova’s Central Public Administration Reform will continue in 2007 with the restructuring of the human resources management. Authorities intend to work out a new concept concerning the wage system, depending on the individual professional skills of civil servants and to improve the system of instructing civil servants at the Academy of Public Administration of the Office of the President of Moldova. At he same time, officials will work out the decision-making guidebook, which would regulate the process of working out decisions, including policy documents. Moreover, central authorities will be obliged to report annually about the efficiency of utilising resources in implementing programmes etc. Based on a summary report presented within the session of the Government commission for the Central Public Administration Reform, the members of the commission concluded that the reform has been implemented in 2006 in compliance with the established terms. Thus, most of the actions provided by the Reform strategy have been applied. Among the achievements of the Public Administration Reform in 2006 are the operation of functional analyses in 159 public authorities and bodies; monitoring and estimation departments within several ministries; approval of the Regulations on working out policy documents; and the operation of a series of structural and functional reorganisations.
