Andrei Năstase and Ion Ceban, candidates for the mayor's office who will have a showdown in the second round of local elections in Chisinau on Sunday, promise that they will fight corruption at the municipality level. The candidates promise that they will fight hard against this scourge and will apply measures that have been circulated in the public space as well as new ideas of combatting corruption. The promises of the two were made at the electoral debate, organized by Pro TV Chisinau, IPN reports.
Andrei Năstase promises total transparency in the decision making and an institution that works very well in Europe - the whistle-blower. "I mean, an undercover informer - an active institution that yielded fruitful results in several European countries. Then, we should proceed to optimizing the structure of the City Hall, where there is an indescribable chaos: we have 15 departments in the subordination of the mayor and 13 departments in the subordination of the Chisinau Municipal Council and their activities often overlap, while some councillors take advantage of it”, declares the candidate of ACUM bloc.
In addition, Năstase says that his team proposes a very clear delegation of competences, the implementation of the one-stop shop for issuing permits, transparent public procurement that has to pass as quickly as possible on an e-platform. At the same time, the politician promises to form a civil society council, attached to the mayor office, which will have a very clear anti-corruption and public money anti-waste function, hot phone lines at the Praetor office and City Hall levels, applications for complaints and denunciation of crimes and illegalities , auditing the entire activity of the City Hall, depoliticizing the structures, eliminating from the City Hall all the persons who are guilty of misappropriating the local budget, reforming the municipal departments, re-evaluating the personnel structure, auditing all tenders where there are suspicions of illegality, carrying out budgetary re-evaluation of the entire City Hall patrimony.
Ion Ceban argues that one of the areas where the funds were mostly embezzled which was also acknowledged by the Court of Accounts is the domain of land relations: land plus leasing. "Here we must have open outcry auctions, public auctions. Under no circumstances should the alienation of the land be carried out in the CMC or by other methods. We encounter problems related to spending the public money because there are some arranged tenders. We proposed an electronic public tender draft and it was approved a year and a half ago. And as we had a situational coalition we managed to approve it while the next situational coalition cancelled it. We have shown that we can save from 30 to 60% for different procurements of products and services”, declared the Socialist.
The PSRM candidate also advocates the implementation of the one-stop shop. "This means not allowing officials to take bribes, as at the one-stop shop, based on criteria, the documents can be submitted and received, without the human involvement. The next thing would be the electronic document. I propose a technologized and digitized City Hall, I want people through a click to see on what the public money is spent every minute,” said Ion Ceban.
At the same time, the Socialist candidate advocates public contracts with very clear technical tasks. "This would mean that, from now on, we have no guarantee period for the capital repair of roads, for example, for only one year, as it happened in the case of several boulevards. These are great amounts of money that should be used very efficiently.
On Sunday, November 3rd, the second round of local elections will be held in Chisinau, the rivals being Ion Ceban and Andrei Năstase.
