Housing Bill to be re-examined again by Parliamentary Committee

The draft law on dwellings was for the second time sent for re-examination to the specialised Parliamentary Committee on Friday, February 16.
The MPs did not manage to reach an agreement regarding several provisions, fact which generated more than one hour long debates.
The most controversial provision referred to the social dwellings. According to the draft law, central and local authorities will build social dwellings for underprivileged population. According to the draft law, the construction of social dwellings can be carried out in any settlement. The constructions will be financed by the state and local budgets as well as with the support of investors.
MP Ion Gutu said that the law will not be implemented even within 10 or 15 years because of the high expenses.
The head of the Committee for Public Administration, Ecology and Land Vladimir Ciobanu confirmed that certain difficulties might occur, specifying however that the provisions are necessary. According to him, about 15 thousand persons needed social dwellings as of 2002.
The proposal of the Communist MP Victor Stepaniuc has also stirred up debates. According to him the draft law should be passed in the initial version presented by the Government, namely in what concerns the persons who have the right to obtain social dwellings, without taking into account the amendments proposed by the MPs.
The MPs decided to send the draft law to the specialised committee for re-examination.
