Hospital administrators to be appointed and dismissed by founders

The administrators of the national public medical establishments will be selected through contests organised by the Ministry of Health (MH) and appointed by the founder. The Parliament passed a law in second reading in this respect. Also, the administrators will be dismissed by the founders, at the initiative or with the consent of the Ministry of Health. The draft law has generated long discussions when it was debated a week ago. Back then, the authors proposed that the head of the public hospitals, founded by the MH or by the local public authorities, are appointed and dismissed by the MH. The opposition MPs said that the law aims at dismissing the hospital administrators who supported the opposition parties in the local general elections. The version proposed for the second reading was also not accepted by the MPs, who said that this formula could lead to cases where the Ministry selects a person who is not accepted by the founder and the procedure could last forever. However, the draft law got the majority of votes. According to the draft law, MH is to formulate the eligibility criteria for the appointment of the heads of the public medical establishments.
