“We must force SA Termocom that, for the period of gas crisis, invoicing is made according to the parameters to which thermal energy was provided. This means reducing the bill value by 60-70%,” Alexandru Tanase, a municipal councilor of the Moldovan Liberal Democratic Party, stated on Monday, January 26, at a news conference. Alexandru Tanase demanded dismissing the president of the Chisinau Council (CC), Eduard Musuc, and initiating consultations in order to appoint a new president, Info-Prim Neo reports.
According to Tanase, the persons who started the procedure of obtaining the heat compensations, but have not managed to finish it because of red tape, should have the occasion to calculate individually the compensation and to pay the rest of the bill. In this sense, the Chisinau City Hall should publish a notice including the formula of calculating the compensation. Further, the municipality would have to put the finishing touch to the mechanism of compensations.
Alexandru Tanase believes that the Government should assume the heat expenditures, taking into account the fact that last year about half of the city’s budget was spent on compensations. “It is a system used successfully in many countries where citizens have to pay high bills for heating. Only this way we shall manage to free the local authorities of this burden of compensations that is hard to bear. The local authorities must deal with schools, repairing roads, with the areas of developing the city,” the PLDM councilor added.
“Since appointing the exponent of the communist majority, Eduard Musuc, we have never had a sitting without a scandal, we have never had an order of the day, established from the start. The order of the day was often supplemented, and even doubled. Many projects have been voted without being seen by the councilors,” Tanase said, commenting the proposal of dismissing the Council’s president .
At the last sitting presided by Musuc, they have voted the decision that seriously encroaches the citizens’ right to informing. The CC regulation has been modified, so that the councilors will not be able to make political declarations at the beginning but at the end of the sitting of the Council.
“This is made for the evident purpose to hide the illegalities and frauds that are made in the Council,” Alexandru Tanase concluded.
In January, during the two-week gas crisis, the temperature in the apartments was lower than 18 degrees Celsius, as it is the sanitary norm.
