Heads of district offices could be dismissed for inefficiency

The heads of district offices and their deputies could be dismissed in case they will not prove at this week’s session of the Municipal Council that they undertook all the necessary measures to successfully start the heating season.
The general interim Mayor of the municipality of Chisinau, Vasile Ursu declared on October 30 within the frameworks of the sitting that on Thursday, November 2, the Chisinau Municipal Council will assemble to examine two very important issues for Chisinau: the start of the heating season and salubrity of the city, especially as regards collecting and transporting the foliage.
“Do not be surprised if someone leaves the session of the Council”, the Mayor said, mentioning that according to the reports provided by the representatives of the district offices, no efficient work was done in order to connect the apartment blocks to the heating networks. “We do not to compel to use centralized heating, however the blocks had to be connected for a short period to see if the networks work properly”, Ursu specified. He declared that all the persons having debts for the thermal energy supplies and those who are not willing to receive centralized heating can be excluded from this process, because “there are technical possibilities in this respect”.
The Mayor reminded the heads of district offices that they have three days more to mend the gaps in their activity; otherwise he says he will not be on their side, but on the side of the residents who do not receive heat.
At the same time, Ursu asked the Communal Department to organize meetings in every block, where the administrators of privatized dwellings will present reports on the actions undertaken as regards the beginning of the heating season. In case they do not prove that they undertook all the necessary measures for ensuring blocks with thermal energy, the lodgers have the right to vote their dismissal.
Although the City Hall does not have legal levers to fight with the chairmen of the dwelling associations and housing partnerships, the lodgers have the right to dismiss the leaders which can not face this situation, Ursu added.
As well, the salubrity of the city was discussed at the sitting of the City Hall in light of the leaf-fall. The Heads of the district offices must report if they have efficiently work in order to collect and transport in time the foliage so that the leaves are not burned. As well, they will have to show the way they collaborated with students’ trade unions, which proposed to use the students in the works related to cleaning the city, including in this specific case of abundant leaf-fall.
