President has been ignoring the Moldovan Constitution for a long time, became a generator of problems in the foreign and home affairs of the country and is a serious impediment on Moldova’s way towards European life standards, a statement by parliamentary faction “Moldova Noastra” Alliance says, as an opinion poll has labelled President Voronin the most corrupt person in Moldova. According to the statement quoted by Info-Prim Neo, Moldovan communist President shows an anti-constitutional conduct and his speech dated December 9, delivered at a conference on anti-corruption items, should convince those who voted for him that the present head of state is an impediment to democracy, legality and morality in general. AMN explains the President’s improper pronouncements by the fact that the Centre for Combating Economic Crimes and Corruption (CCECC) was the organizer of the conference. This institution, inexistent in the other countries, is a tool used for fighting political opponents and business rivals. The results of its official activity, even statistically, are minor compared to the tasks and money the Centre is given, but the unofficial activity is important – CCECC serves his own and group of governors’ interests for public money: compromises and throttles political opponents, intimidates businessmen, the statement says. According to the same source, the President’s speech denotes the consistency of the communist work to break apart the Moldovan society according to political devotion to the present government criteria. The associative sector is attacked as a whole, as President said, without giving details, that “corruption is also present within some nongovernmental organisations”, which, likely, is a reaction to the results of the poll “Regarding the level of corruption in Moldova”, which placed Voronin the first. President complains that “no minister or leader traced any corruption crime in the institutions they head”. And where are the trials against “the leaders of state structures, who were dismissed for being involved in cases of corruption”? Or does that mean that Mr. Voronin keeps them hidden from the Justice? The mystery of this protectorate can be explained by the fact that income from corruption is shared with the state authorities, and by the existence of “the state racket”, due to which money are extorted from enterprises for the communist heads’ propagandistic activities, the statement says. As its signers state, “we must now launch the investigation into the GROSS CORRUPTION, which would also include the public orders that total hundreds of millions of lei, taken by the Government without auctions; and the offering by the Parliament of fiscal facilities to certain enterprises and NGOs. A whole series of “GROSS CORRUPTION laws” are being passed lately, laws that come on a conveyor from the Government and voted by Communist Party faction, often with the support of PPCD and PD. According to AMN, the corruption is exclusively related to the governors, to those that use the state power or public office for obtaining illegal benefits. The potential offences in other sectors (NGO, culture, political parties, the Bar, business) have absolutely other definitions and other essence. But President Voronin plays the role of lawyer and censor, with no right to appeal, violating the following articles of the Constitution: Art. 6 “Separation and Cooperation of Powers”; art. 20 “Free Access to Justice”; art. 21 “Presumption of Innocence”; art. 31 “Freedom of Conscience”; art. 32 “Freedom of Opinion and Expression” and art. 79, p. 2 “Constitutional Oath”. According to article 89 of the Supreme Law “In the event the President of the Republic of Moldova commits serious offences infringing upon constitutional provisions he may be suspended from office by Parliament.” – a fact imposable because of the present majority coalition, the statement by “Moldova Noastra” Alliance concludes.
