Head of Buiucani district office from the capital Valeriu Nemerenco, who was dismissed on November 2 for an alleged non-fulfillment of his obligations regarding the connection to the heating network of the blocks in the district, has transmitted to Chisinau Municipal Council on November 7 a petition by which he mentions that his dismissal is an illegal action and without any legal ground. Nemerenco asked CMC to reexamine the decision concerning his discharge. Nemerenco says that the procedure for appointing and dismissing the heads of district offices is the Municipal Council’s right, at the mayor’s proposal. Thus, he considers that the dismissal from post is to take place also at the mayor’s proposal, followed by the Council’s approval. So far, Vasile Ursu, who holds the office of mayor, did not make such a proposal. The addressing also shows that, according to the legislation on energy, the district office head has no right to interfere in the relations between supplier and consumer, the connections between suppliers, consumers and managers of the dwelling fund are carried out via independent contracts. The councilors took Valeriu Nemerenco’s petition into account and requested from the Legal Division to examine the legality of the recent dismissals. Head of Buiucani district office, Valeriu Nemerenco, was dismissed from post by CMC along with the interim head of Rascani district office, Veaceslav Pancioha. The alleged reason for their dismissals was the fact that not all blocks of flats in the named districts were connected to the centralized heating system. Communists and Christian democrats have voted for the dismissal. AMN Alliance abstained. At the beginning of the week, Chisinau interim mayor warned the heads and deputy heads of district offices they risk to be dismissed, in case they do not show at CMC’s sitting that have taken necessary measures to successfully start the heating season.
