Guillotine II implementation term to be extended by almost half a year

The special Commission for optimisation of the legislative framework regulating entrepreneurial activity decided to extend the implementation period of the second stage of the regulatory reform (Guillotine II) during a meeting held on Wednesday, July 4. The special Commission will present a draft law in this respect by means of which it will change the date when the Law on the basic principals for the regulation of the entrepreneurial activity will come into force. During the meeting, the special Commission examined the package of amendments submitted by the Government, which includes the amendments to 80 laws regulating the entrepreneurial activity. The members of the Commission and the representatives of the business community emphasised the fact that the prolonged term for the implementation of the reform will help ensure a competent approach and find a proper balance between the authorities and the business community. The Law was passed in July 2006 and will come into effect on August 11, 2007. Also on Wednesday, the World Bank Mission found during a meeting with Speaker of the Parliament Marian Lupu that the schedule for the implementation of Guillotine II is not fully respected. The WB Mission underlined that because the Parliament has little time to examine the package of amendments, one of the solutions to avoid a poor-quality piece of legislation is to extend the implementation period of the reform.
