If the Audiovisual Council imposes penalties with which they are not agree, most of the media service providers publicly state their disagreement or comply with the decision. Fewer go to court. Asked how the Code of Audiovisual Media Services works, most of the media service providers noted that they red particular articles, provisions that interest them. Fewer yet studied the document fully. Such responses were offered to a survey conducted by media experts Ion Bunduchi and Vasile State with the aim of working out the guidebook for media service providers concerning the Code of Audiovisual Media Services, IPN reports.
In the event to present the guide, Ion Bunduchi said that to respond more accurately to the eventual readers of the guide, the authors, before designing it, carried out this survey among media service providers and finally collected a set of over 60 questions (particular, nostalgic and on the issue) from the obtained responses. The key question was: “What articles/provisions of the CAMS and the related legislation you cannot understand and these consequently need to be additionally explained?”.
The experts gave 54 answers, which is fewer than the number of questions as some of the questions repeated, while others were merged. The guide contains 59 legally defined notions, 94 articles and over 400 paragraphs.
Since 2019, Moldova has applied a new legal framework that transposes the most important European directive on audiovisual media services to the national legislation. The guidebook for media service providers concerning the Code of Audiovisual Media Services aims to ensure better understanding of the provisions of the Code and is intended for media service providers and all those interested in broadcasting issues.
The guide was presented online in the framework of the Council of Europe Project “Promoting European standards in the audio-visual regulation of the Republic of Moldova”.
