“The change of power means the change of the ministers and deputy ministers. This is the political aspect in any administrative institution. But the civil servants should not be alarmed” the vice president of the Liberal Party (PL) Dorin Chirtoaca told Radio Free Europe in an interview on Wednesday, quoted by Info-Prim Neo. After the PLDM, PL, PDM and AMN formed the Alliance for European Integration, representatives of the four parties met earlier this week to discuss the structure of the future government and parliament. They considered the possibility of reducing the number of ministries and parliamentary commissions and of removing the post of first deputy speaker of parliament instituted in the seventeenth legislature. “I think that the Ministry of Local Public Administration should be restructured. The Government must check how the legislation is observed at local level and there should be no such ministry,” Dorin Chirtoaca said in the interview. According to him, they also considered transferring the Sports Agency to the Ministry of Education and Youth and the Transport Agency to the Ministry of Construction and Territorial Development. Chirtoaca said that they aim to systematize and reduce the number of existent state institutions, but added that these are only rough ideas. In the same connection, Dorin Chirtoaca said that probably all the current ministers will be replaced. “This should not alarm the civil servants working in the administrative institutions of the state as, in accordance with the law, they benefit from stability in their posts and there are functionaries that can serve any of the governments. The important thing is that they are competent and work according to the law,” Chirtoaca said. The Democratic Party’s leader Marian Lupu and the leader of the Our Moldova Alliance Serafim Urecheanu earlier expressed the same opinion. The president of the Liberal Democratic Party Vlad Filat said that the Ministry of the Interior should be restructured as “it is a system serving the interests of the governors, not of the people”. In the same interview, Dorin Chirtoaca said that they have not yet agreed on the distribution of the senior state posts among the parties that made the Alliance for European Integration. “We will discuss all the possible variants as we have yet to elect the head of state, who will be appointed only if at least eight Communist MPs give their votes. Any decision over this can lead to a blockage in the legislative body,” Chirtoaca said.
