The Government and the United Nations signed the Sustainable Development Cooperation Framework 2023-2027 (UNSDCF).  This is an agreement between the sides to expand their cooperation and scale up the results of the previous framework in order to help the country address the development challenges and barriers to more inclusive social and economic development and the achievement of national priorities outlined in the National Development Strategy (NDS) Moldova 2030, IPN reports.

Development of the UNSDCF was undertaken through a broad consultation process with different stakeholders and through a variety of methods. Under the guidance of the UN Resident Coordinator in Moldova, 24 UN agencies and entities drafted the Cooperation Framework in cooperation with the Government of Moldova.

Guided by the overarching vision of NDS Moldova 2030 of a country where people want to live, where all people fully exercise their human rights and where people enjoy a better quality of life in a more inclusive and resilient society, the UNSDCF 2023–2027 puts a strong emphasis on the transformative nature of the SDGs.

The UNSDCF Theory of Change is based on the premise that better quality of life for all people of Moldova can only be achieved if the country’s prosperity is shared among all people and the most vulnerable and marginalized are empowered to exercise their human rights and participate meaningfully in all spheres of life.

Recognizing the complexity of the national development context, the United Nations and the Government of Moldova have identified four impact areas (strategic priorities), such as: Just and Inclusive Institutions; Equal Opportunities for Human Development; Participatory Governance and Social Cohesion; Enhanced Shared Prosperity in a Sustainable Economy; Green Development, Sustainable Communities and Disaster and Climate Resilience.
