Government tries to establish normal cooperation relations with local public authorities, regardless of political orientation

“We want to have a constructive relationship with the local public authorities, identify the impediments and solve together the problems for the benefit of all the Moldovan people,” Prime Minister Vlad Filat said at Wednesday's meeting of the executive held in Ialoveni town, Info-Prim Neo reports. District heads attended the second part of the meeting. “Use this occasion to put questions and make suggestions,” Filat urged the district heads. Gheorghe Vasilache, the head of Cahul district and the president of one of the two district heads associations, said the members of the association have a number proposals for improving the legislative framework. “There are many discrepancies that cause problems. For example, the deputy district heads are public servants, but the law on the local public administration says their terms in office expire when the district council's term expire. The principle of continuity and stability is thus not respected,” he said. “If we speak about the local autonomy, our opinion when naming the managers of disconcentrated services or assessing their work should be taken into account.” Other district heads posed questions about the distribution of state budget resources to districts for investments and constructions and the criteria according to which the money is distributed, the cooperation between ministries and local public authorities in solving acute problems concerning healthcare, education and social protection. The meeting also discussed the cooperation between the local public authorities and the local fiscal inspectorates (disconcentrated services of the Ministry of Finance), possibilities of increasing the tax base and stimulating entrepreneurship development, payment of the overdue agricultural subsidies and other issues. Special attention was devoted to the economic recovery and stabilization program for 2009 – 2011 that was recently approved by the Government. The Governor of Gaguzia Mihail Formuzal approved of the format of the meeting between the executive and the local authorities and proposed that such meetings be held at least once a month. He said that the Government must think about efficient and transparent methods for stimulating the assiduous employees working in the central and local administration.
