Government takes steps to improve utilization of external assistance

The mechanisms for coordinating the foreign assistance will be improved. This is provided by a decision approved by the executive, which defines authorities’ powers in implementing projects financed by foreign donors. The capacities for using the foreign assistance are to be enhanced, IPN reports.

When attracting foreign assistance, the Government will give preference to technical assistance and non-reimbursable financial assistance (grants). It turned out that the external assistance in the form of budget support, sector budget support and financial assistance for investment projects turned out to be efficient.

Under the decision, the Prime Minister is the national coordinator of the external assistance, while the State Chancellery is the national authority that coordinates this assistance.

The Government also approved the regulations concerning the module of the platform for managing the external assistance. The State Chancellery and the Special Communications Center are the authorities that will complete and maintain the module.

Moldova has so far benefitted from about €2.5 billion in external assistance for over 700 projects.
