Government procurement procedures to take place through M-Tender only

The Ministry of Finance proposed the draft regulations concerning the procurement of goods and services by creating the offer of prices for public consultations, IPN reports.

The regulations are meant to simplify the process of submitting and assessing the bids of business entities that take part in the procurement of goods and services with public funds by establishing new electronic instruments.

The government procurement procedures will take place exclusively by using the automated information system “State Register of Public Procurement” (M-Tender). The time limit for submitting bids will be seven days for goods and 12 days for services.

The signing of a government procurement contract for goods and services based on price offers will be preceded by an electronic tender contest that will be based exclusively on the price.

The regulations were drafted in a move to adjust the secondary normative framework to the new provisions adopted by Parliament to the Law on Government Procurement this summer.
