The Government is introducing technical regulations concerning the sale of toys. The regulations titled “Toys. Safety Requirements”, which were published in the latest number of the Official Gazette, include the essential safety requirements for children’s toys placed on the home market. To place toys means to sell or distribute toys, including free of charge, Info-Prim Neo reports. The document stipulates that the toys can be placed on the market only if they have the national conformity mark SM attached, in compliance with the declaration of conformity and the approval notice issued by the bodies of the State Sanitary-Epidemiological Service, which confirm that the toys comply with the sanitary rules. When assessing the conformity of the toys, the manufacturer or authorised representative must file an application to only one certification body that must include the complete name and address of the manufacturer or authorised representative; technical documentation; the model of the toy; a statement confirming that the applicant did not lodge a similar application to another entitled institution. The term for examining the application and the presented materials is ten days at the most. The documents proving the conformity must be kept by the manufacturer or authorised representative at least ten years of manufacture of the last toy of the given series or model. If neither the manufacturer nor the authorised representative is legal entity based in Moldova, the person in charge of placing the toy on the market (the importer) is obliged to keep and present the conformity documents to the supervisory bodies. The essential safety requirements for toys say that the labels on the toys and/or on the packing as well as the instructions for use must thoroughly and efficiently warn the toy users and supervisors of the inherent dangers when using the toy and how to avoid these dangers. The toys that contain a source of heat must be manufactured so as the maximum temperature on any of the accessible surfaces do not burn upon touch. The decorative or protection surfaces of the toys must be resistant to the effect of the saliva, chemical treatment and disinfection, especially in the case of the toys intended for children younger than 12 months. The electric toys as well as their parts must be connected to a source of electricity that does not exceed 24 V, etc.
