A number of economic initiatives put forward by the executive were presented and discussed with representatives of civil society in a meeting that took place in the Government Building in the evening of May 22. Prime Minister Chiril Gaburici presented his own view on the situation in the economy and the financial-banking sector. He spoke about the initiatives that are designed to remedy the situation and to ensure sustainable economic development, along the other two priorities of the Government – national unity and supremacy of the law, IPN reports.
After the meeting, the Premier told the press that the proposed initiatives are short and medium-term ones and are aimed at improving the business environment. Among the suggested measures are to reduce the number of authorizations by at least 30%, to implement the one-stop shop system that will unify the services provided by a number of public institutions, to significantly simplify the procedures for providing construction and trading authorizations.
Chiril Gaburici said that the post of ombudsman for the environment will be instituted to promote the interests of the business environment and the supremacy of the law in this area. The Government will also extend the coverage of the electronic public services so as to diminish the direct contact between functionaries and beneficiaries and minimize corruption. The public procurement procedures are to be transmitted online. The number of inspections and of inspection bodies will be reduced.
Among the long-term measures, the Premier mentioned the merger of the Fiscal Service and the Customs Service, the transparent privatization of the commercial property owned by the state and the reduction in the number of taxes imposed on businesses. The penalties for breaking the fiscal legislation will be made harsher. Transparency must be ensured throughout the reformation process.
The participants in the meeting presented their own proposals and suggestions. Among these are to immediately work out an anti-crisis plan for strengthening the state institutions, especially those with regulatory duties, to ensure the professional independence and to consistently promote the reforms announced by the Government. The participants underlined the importance of all the state institutions unconditionally obeying the law.
