The registration of motor vehicles with Transnistrian license plates for entering international road traffic will be performed by the Public Services Agency’s subdivisions in Tiraspol and Rybnitsa. The vehicles will be registered based on confirmative documents showing were the person lives and that this owns the vehicle, accompanies by an own responsibility statement concerning the accuracy of the information presented in these documents. The procedure is defined in a draft law that was approved by the Government, IPN reports.
The bill refers to cars and trailers, motorcycles, scooters and bicycles with an auxiliary engine owned by private individuals with the domicile in the territorial-administrative units situated on the left side of the Nistru and in Bender municipality and by particular legal entities registered with the competent Moldovan authorities.
The owners of such vehicles will be issued with neutral license plates without paying import duties and the mandatory payments set in accordance with the law on the population support fund.
The neutral license plates enable to take part in international road traffic. To prevent situations of abuse and cases of avoidance of paying import duties on units of transport brought into Moldova, the bill bans the vehicles that were registered based on this law and that are driven by persons who have the domicile not in the territorial-administrative units situated on the left side of the Nistru and in Bender municipality from travelling on the national roads.
Under the protocol decision of April 24, 2018, the mentioned vehicle registration mechanism is to be put into practice as of September 1, 2018. By this mechanism, the authorities aim to solve the problem of motor vehicles with Transnistrian license place that travel outside the country in a viable way, by gradually bringing these in compliance with the national and international requirements in the field.
