Government allocated 5.8m lei to transparency limit, statement

Representatives of civil society consider that the allocation of 5.8 million lei by the Government from its reserve fund for the training and preparation of Moldovan sportspersons for the European Youth Olympic Festival and several other competitions was not within the transparency norms, IPN reports.

In a roundtable meeting, NGO Council secretary general Antonita Fonari said the allocation of the given sum was included in the agenda of the Government’s meeting 50 minutes before its start. The money was earmarked for strange things, such as daily allowances and over 30,000 lei pocket money for the sportspersons. The Government’s reserve fund is not intended for routine expenses. It’s not clear why this money was asked namely from this fund, especially that the Ministry of Youth and Sport has a budget of over 60 million lei.

Antonita Fonari said the rapid allocation of money from the Government’s budget leaves room for interpretations and frustrations. In the process of implementing the Civil Society Development Strategy, the representatives of civil society asked for assistance from the state in organizing a volunteer event, but were told that they cannot receive money from the reserve fund.

In the July 24 meeting of the Cabinet, it was decided to allocate 5.8 million lei for the preparation of the Moldovan sportspersons for the European Youth Olympic Festival, the 2014 Sochi Winter Olympic Games and the 2014 Olympic Youth Games that will take place in China.
