The obscure practices used by some of the passenger carriers and the habits based on tax evasion schemes are for them more profitable than operation in legal conditions, said the manager of “Gările Auto Moderne” SRL Yuri Moroz. According to him, there are a lot of schemes that are applied by some of the operators. One of the most frequently used schemes is the embarking of only several passengers in the bus terminal and taking of the other passengers outside the bus terminal so as to transport these without tickets and not to pay taxes into the state budget.
In a news conference at IPN, Yuri Moroz said the contract relations with transport operators are based on the principles set down by the state-run company “Gările și Stațiile Auto” before the signing of the public-private partnership contract. The only difference is that clear conditions concerning the observance of the legal framework were imposed under the partnership. These conditions are also part of the contract obligations of transport operators. According to the manager, the illegal schemes and practices of tax evasion are in the intestates of carriers whose drivers work on regular routes with own units of transport.
Yuri Moroz said “Gările Auto Moderne” at the beginning of 2019 informed the National Road Transport Agency of multiple violations identified, but nothing changed. “The hundreds of notifications refer primarily to transport operators of the so-called group Alexa. It should be noted that we assume any letter and figure announced in today’s conference, based on the complex work we do daily to ensure high-quality services for the people, in conditions of maximum safety and comfort. This group has been the object of internal inquiries and investigations for over a year,” he stated.
According to Yuri Moroz, the Employers Association of Road Transport Operators led by Oleg Alexa is nothing else but a narrow group of interests. Alexa created a platform on a social networking site through which he manipulates by using false information and even blackmails the operators that does not share his views or does not support his actions. Most of the times, the public statements made by Oleg Alexa have nothing to do with the carriers in whose name he speaks. “He speaks in his own name, hiding behind the association and representing in reality the interests of a narrow group of carriers. In reality, the members are business entities that represent only 10% of the registered carriers.”
Iuri Moroz said he cannot understand how Oleg Alexa became the adviser to the minister of economy and infrastructure. “What advice can a person with transport businesses offer to a state functionary? Whose interests he safeguards – his interests or the interests of the state?” asked the manager of “Gările Auto Moderne” SRL.
