Functionality of law and professionalism can ensure observance of rights of disabled persons

The observance of the rights of persons with disabilities can be ensured by successfully combining the functionality of the normative framework and institutional professionalism and by ensuring continuous monitoring of the implementation of the legislation with the participation of organizations dealing with the problems faced in the field. This is one of the provisions of the resolution adopted in an international conference held on the occasion of the fifth anniversary of the ratification by Moldova of the UN Convention on the Rights of Persons with Disabilities. The event was staged at the initiative of the Office of the People’s Ombudsman, IPN reports.

The resolution says that despite the taken measures, the persons with disabilities continue to meet with obstacles in the participation in different activities as fully-fledged members of society and with the violation of human rights. “The effective exercise of the rights of the persons with disabilities can be ensured by legislative, administrative, legal or other kinds of measures adjusted to the standards of the Convention, in combination with the appropriate education and informing of the public by different mass media sources,” reads the resolution.

The participants in the conference pledged to take measures to develop and support the programs to socially integrate the persons with disabilities, to contribute to changing the attitude and practices of individuals, institutions and organizations towards persons with disabilities and to develop their capacities. They encourage cooperation between the public authorities and civil society with the national institutions that promote and protect human rights, including in strengthening/instituting independent mechanisms for monitoring the implementation of the UN Convention on the Rights of Persons with Disabilities.

The participants in the four workshops entitled “Social inclusion of children with disabilities”, ”Disabled persons’ access to social infrastructure”, “Situation of the observance of the rights of persons with psychosocial disabilities”, and “Disabled persons’ access to justice” formulated a number of conclusions and recommendations that will also be included in the resolution.

The two-day conference brought together MPs, representatives of law enforcement institutions, local and central public authorities and of civil society, experts and foreign partners of the Office of the People’s Ombudsman. It was held under the aegis of the EU and UNDP Moldova within the Strengthening National Capacities to Protect the Most Vulnerable from Torture Project.
