The good implementation of the Association Agreement with the EU requires the existence of a functional government, robust institutions and political will. Namely in this area problems were identified in the fourth quarter of last year and the foundations needed for the good implementation of this accord were practically cracked. This will compromise the pace of reforms in 2015, considers the director of the think tank “Expert-Grup” Adrian Lupusor.

In a news conference at IPN, where the report “Euromonitor” was presented, the expert said he refers to the erosion of state security, namely to the situation in the banking sector that is exposed to different internal and external shocks. “The baking sector is vulnerable and I think it is now the worst hit,” he stated. He considers the key priority in 2015 should be to ensure the economic, commercial, social and other types of security. These aspects are not covered by the Association Agreement, but security is a fundamental element that ensures the implementation of this ambitious accord on the long term.

Adrian Lupusor also said it won’t be possible to implement the accord without improving the public sector. The salary system should be rethought, while the system for assessing the individual and collective performances should be strengthened so as to ensure high meritocracy in the public service. “The implementation of the Association Agreement necessitates a robust professional and motivational framework,” he stated.
