Fragmented institutional structure makes it impossible to use spectrum frequencies efficiently

Тhe effective use of the frequency spectrum in Moldova is obstructed by fragmented administration functions and by a lack of clear policies and principles in guiding the planning and resolution of important issues related to the shift to digital television. This is one of the conclusions formulated by the international experts Martin Cave (UK) and Adrian Foster (Canada), consultants in the technical assistance project “Communications Regulatory Development”, Info-Prim Neo reports. The assessment report on the institutional aspects related to the management of the frequency spectrum in Moldova was presented at a workshop held by the the National ICT Regulatory Agency (ANRCETI). ANRCETI said in a press release that one of the experts' key findings is that the existent institutional structure in the spectrum field (the State Commission for Radio Frequencies, MTIC, ANRCETI, CNFR and the Broadcasting Coordination Council) is ineffective and obstructs the management of the spectrum resources. Martin Cave and Adrian Foster think the best solution is to combine the realignment of the line agencies' responsibilities with the implementation of an action plan on the use of the frequency spectrum. The assistance project “Communications Regulatory Development” is financed by the EBRD and implemented by the Canada-based company Great Village International Consultants (GVIC), in consortium with other consultancy companies. The project started in October 2009 and will end in October 2011. The main project objective is to offer assistance in the implementation of a modern, transparent and predictable system of communications regulation that would comply with the EU standards, while building up the Agency’s regulatory capacity.
