Former SIS deputy director: Sergiu Druță should vacate his post

The deputy director of the Security and Intelligence Service (SIS) Sergiu Druță should leave his post. He should be dismissed, as the head of the Boarder Police was, said the former SIS deputy director Alexandru Balan, who considers that Druță committed misconduct in office in the case of the June 30, 2023 shooting incident at the Chisinau International Airport.

“The non-staging of antiterrorist exercises during the past four years inevitably affected the SIS’s response capacity to such crisis situations as that witnessed this summer. These functional requirements were to be honored by the administration of the SIS, in particular the deputy head of the SIS Sergiu Druță,” Alexandru Balan stated in a news conference hosted by IPN.

According to him, the responsibilities of the administration of the SIS derive also from the regulations on antiterrorist protection of critical infrastructure which were agreed in July 2018. The regulations were approved by the SIS with the aim of optimizing the process of identifying, designating and protecting from terrorism the critical infrastructure units, such as the Chisinau International Airport.

Alexandru Balan said that another action of incompetence and negligence is the dismemberment of the SS subunit responsible for antiterrorist protection of the critical infrastructure based on the order issued by the former SIS director Alexandr Esaulenco in 2019.  “Namely this entity was involved in the working out of national programs on antiterrorism protection of critical infrastructure and coordinates the process of implementing these programs and also takes measures to prevent and combat extremist-terrorist threats to critical infrastructure. It also assesses and identifies weaknesses, risks and threats to critical infrastructure and takes practical measures to determine the level of physical protection of critical infrastructure,” said the former SIS deputy director. He noted that Sergiu Druță, who is responsible for coordinating the SIS’s Antiterrorist Center, didn’t take action to remedy the given situation.

According to him, the absence of measures aimed at identifying, preventing and counteracting the offenses that happened at the Chisinau International Airport is a serious deviation of the Service.

“The actions of the SIS deputy head Sergiu Druță, owing to the negligent and insensible attitude of this to his professional obligations, which caused considerable damage to the public interests or rights and interests protected by law of private individuals or legal entities, led to the death of persons and other serious consequences and can be classed as misconduct in office,” stated Alexandru Balan. According to him, Sergiu Druță should be dismissed for negligence or misconduct, as the chief of the Border Police was.
