Former SIS deputy director requests authorities to stop illegalities committed at institution

The former deputy director of the Security and Intelligence Service (SIS) Alexandru Balan publicly called on the President, Parliament Speaker and prosecutor general to intervene and immediately stop the illegalities committed at the SIS, especially by “the criminal group that deals with the fabrication and dissemination of fake news through the media”.

In a news conference hosted by IPN, Alexandru Balan asked to order taking measures to hold accountable the members of the given “group” for abuse of power and abuse of office and to conduct an internal and external audit at the SIS to determine how the public money is spent there for operational purposes. 

Alexandru Balan noted that when he held the executive post at the SIS, he informed about cases of revealing of the state secret and unauthorized transmission of information from the SIS. In particular, he identified “a grouping” of the SIS that, by using the position and illegally disclosing information, implemented an illegal scheme to denigrate persons. “The given group consists of current and former employees of the SIS, including officers Ojog, Pavliuc, Chumachenko, and Cuzmin. In fact, clear evidence in this regard was made public by Minister of Infrastructure and Regional Development Andrei Spînu in April 2023,” stated Alexandru Balan.

He noted that he himself was the target of the illegal actions of the given “grouping” which consisted in the creation of a hostile, degrading and offensive environment at the workplace with the aim of harming his honor, dignity and professional reputation. In this regard, multiple Telegram channels with calumnious information were regularly fabricated. False information was placed on blogs or news portals. TV programs were staged. MPs, journalists and political analysts were engaged in presenting defamatory information in public.

Alexandru Balan said an article distributed by TV8 channel harmed his honor, dignity and reputation. This contains images and recordings made illegally, without his consent, with the erroneous interpretation of facts, with denigrating text and title against him.

Retired SIS colonel Alexei Serebryanski, former foreign espionage chief, said that during the past four years he has focused on the discovery and documentation of especially serious crimes committed by a group of SIS officers who hold key posts at the Security and Intelligence Service. These crimes include the stealing and revealing of classified information, denigration and discrediting of inconvenient persons, such as politicians, diplomats, national minorities, especially Gagauz people, use of anonymous Telegram channels and journalists for criminal purposes, involvement in unjust enrichment activities, smuggling in cigarettes, interference in the administration of justice and other crimes.

“During over half a year, we have been witnesses to how the SIS has conducted targeted actions to denigrate and discredit the former deputy director of the SIS Alexandru Balan by using anonymous Telegram channels and, for a period, with the active involvement in these crimes of TV8,” stated Alexei Serebryanski.
