Former patentees complain about surprise inspections contrary to authorities’ promises

Contrary to the promises that they will be subject only to consultative inspections during the first three years of work, patent holders who complied with the amendments and passed to another form of activity face unplanned inspections and are liable to fines. The reform of the entrepreneur’s patent is a reform done with the “cudgel”. Through intimidation, the patentees are forced to switch over to independent activity with a cash register, complained Eleonora Țurcanu-Herghelegiu.

In a news conference hosted by IPN, patentee Eleonora Țurcanu-Herghelegiu referred to the case of an entrepreneur from Călărași who complied with the patent reform and in 18 days had a surprise inspection conducted on the pretext of the risk of non-use of the cash register. A report was drawn up against him with penalty points and he was summoned to Chisinau to clarify how many thousand lei will be the fine imposed on him.

Eleonora Țurcanu-Herghelegiu noted that former patentees, particularly pensioners and persons with disabilities, accepted the reform against their will. “What our government does is inhuman and shameful. Former patentees are suffocated by taxes. The cash register was a tarp, a pretext. With this cash register, former patentees at least once a year will be constrained and they will have to pay back through taxes, fines and penalties what they earned during a year,” stated Eleonora Țurcanu-Herghelegiu.

Olga Chapki, former patentee, noted that the situation experienced by their mate from Călărași is an unordinary one. It goes to a family with four minor children. The man is accused of violating four articles. The ombudsman, the administrative institutions and the embassies working in Moldova were notified of this case.

In October, the Constitutional Court was requested by BCS MPs to pronounce on the provisions that annul patent. The persons who gave the news conference called on their mates who work in markets and on those who haven’t yet managed to comply with the new legislation to mobilize and come to the Constitutional Court when the given issue will be examined so as to defend the rights to work and life.
