Fiscal system must be optimized, State Tax Inspectorate chief

The fiscal system of the Republic of Moldova needs to be optimized, the head of the State Main Tax Inspectorate Ion Prisacaru stated in an interview. According to him, the reduction in the number of taxes is beneficial both for taxpayers and for the state, IPN reports.

Prisacaru said that he recently took part in a training seminar staged by the World Bank. In this seminar, it was noted that nine of the taxes levied in Moldova ensure 99% of the amounts collected into the budget.

“What is the efficiency of the other taxes and duties as we have over 100 taxes and what is the efficiency of that army of tax inspectors working at mayor’s offices. These form practically the second tax service that works in parallel with the State Tax Service. But who remands something from these. I never heard demands to be formulated for them,” said Prisacaru.

“We should better focus on the administration of these nine taxes as the other taxes decrease the amounts collected into the state budget based on the nine taxes. These are included in the cost of business and the taxes paid by the entrepreneurs become smaller. On the other hand, it would be easier for us to administer a lower number of taxes.”

Ion Prisacaru noted the new government should analyze the situation and take these evident things into account, especially because of the crisis experienced by Moldova.

According to the data presented in the first meeting of the new Cabinet held on January 21, the difference between the budget costs and revenues this February is expected to be about 1 billion lei. In several months, until a new cooperation with the IMF is negotiated and the external financing is possibly resumed, the deficit could amount to 4-5 billion lei. In this connection, Minister of Finance Octavian Armasu said solutions should be identified to fill this emptiness, which would be accepted both at internal level and by the foreign partners too.
