Fiodor Ghelici, who is the official representative of the intergovernmental International Organization for Educational Development (IOED), ambassador, head of the IOED regional representative office for Moldova, Romania, Ukraine, Bulgaria, Belarus, Turkey, said the organization he represents decided to halt cooperation with Moldova due to the Government’s continuous sabotage of the agreements aimed at offering assistance to the Moldovan people.
In a news conference at IPN, Fiodor Ghelici said the organization he represents and the Filip Government signed an agreement of cooperation and partnership for creating a commission for the analysis of priority projects for the socioeconomic development of Moldova. In time, the next governments didn’t respond to the requests to interact with IOED.
As the central authorities refused to cooperate, the Organization decided to establish direct relations with the regional authorities, which is with district leaders, mayor’s offices, schools. “We are tired of waiting for a stable government to come to Moldova,” said Fiodor Ghelici, noting the current interim government cannot establish cooperation relations with IOED for helping Moldova’s population through projects. Therefore, they will do it directly, at the level of regions.
“We started to work directly with regions, mayor’s offices, regional administration managers as what reaches the Government through the Ministry of Finance is stolen,” he stated.
According to Fiodor Ghelici, grand corruption, appropriation of state budget funds, poverty, violation of the population’s rights and freedoms and non-observance of the elementary rights are among Moldova’s main problems that made many people leave the country. Also, during the pandemic the citizens weren’t offered the necessary medical assistance. The health workers are not protected from infection with COVID-19 and other contagious diseases. Owing to the low salaries and lack of support from the authorities, the doctors look for other jobs or leave the country.
Fiodor Ghelici noted the goal of IOED is to support the socioeconomic development of Moldova. But a number of problems appeared here. The authorities are unable to ensure the minimum subsistence level for the poor people, while the pensioners and vulnerable people can hardly cope and do not benefit from the necessary medical assistance. Those to blame for the bank fraud haven’t been punished yet.
