The appointed ambassador of the International Intergovernmental Organization for Economic Development (under the aegis of the UN) Fiodor Ghelici accuses the administration of Baltata village of Criuleni district of expropriation. According to the activist, the mayor of the village, who is a representative of the Party of Communists, and local Communist and Socialist councilors broke the lock and trespassed on the private property where there is an artesian well that belongs to him.
In a news conference at IPN, Fiodor Ghelici said that 16 years ago, a local business entity went bankrupt. As the company had a number of debts, a commission decided to divide its property among the creditors instead of the debts and the court approved this distribution. Thus, the arterial well located in the village remained in the possession of Fiodor Ghelici.
The diplomat noted that on November 24, 2015, the Communist and Socialist councilors of the Baltata Council adopted a decision whereby the tower, artesian well and water pipes are recognized as property of the mayor’s office. By this decision, the mayor was obliged to connect the social facilities and residents to the aqueduct. Fiodor Ghelici considers the local authorities didn’t have the right to take such a decision as there was no document or court judgment allowing dispossessing a person of private property.
According to Fiodor Ghelici, after the Baltata Council took that decision, a number of individuals entered the private property where the arterial well is situated on the instructions of the mayor. “A raider attack was staged on the artesian well on November 26, at about 11pm, by order of the mayor of Baltata. This was opened by destroying the lock of the electrical control box, where there were the metering devices,” he stated.
The police officers called to the scene gathered proofs and transmitted them to the Prosecutor’s Office for starting a criminal case over confiscation of private property. The mayor said that he executed the Council’s decision.
As Fiodor Ghelici said, representatives of the mayor’s office were summoned to the Criuleni Court for four times over this case, but these didn’t present themselves at least once.
During the news conference given by Fiodor Ghelici, representatives of Baltata village entered the conference room and said that the artesian well actually belongs to the mayor’s office and the residents.
