Fifth issue of Euromonitor launched

The fifth issue of the analytic magazine “Euromonitor”, which presents a thorough report of the process related to the implementation of the Moldova-EU Action Plan, was launched at a press conference on Wednesday, January 31. The authors of the report, the Association for Participatory Democracy ADEPT and the Analytic Centre EXPERT-GRUP, presented the accepted and the implemented actions of Moldova in the fourth quarter of 2006, Info-Prim Neo reports.
The monitoring chapters included 10 of those 300 actions stipulated in the Moldova-EU Action Plan, such as Democratic Institutions, Transnistrian Conflict, Strengthening of Administrative Capacities, Justice, Development, Economic and Social Reforms, Business Environment, Combating trafficking in human beings etc.
Political analyst Igor Botan said that besides the achievements noted in the field of Democratic Institutions, negative results were asserted, such as an increased number of cases examined in ECHR, repeated charges for same infringements, scandals in the field of media etc.
According to Botan, the Transnistrian conflict is still “frozen” because of the lack of political will. Although justice and law-enforcement bodies are more trustworthy in the eyes of the population, about a half of the decisions are not executed yet, political influence and lack of transparency is still attested. The effect of the reform carried out in 2006 is insignificant because the promotion and appointment of judges did not become a competence of the Superior Council of Magistrates, the expert considers. At the same time, the process concerning the fight with the human trafficking continues to debase, in light of the fact that more persons are trafficked through national delegations. The same situation can be found in the management of migration.
As concerns the strengthening of the administrative capacities, the political analyst said that in this case the progress is hindered by several factors, such as politicisation and political control over the local authorities, insufficiency of materials for civil servants and public institutions, lack of complex analysis in the field of public administration, especially in the capital city etc. According to the cited source, the stability of the government policies was influenced by people’s mistrust for authorities, by the implementation of certain decisions – on patents, drugstores, transport – without detailed analysis, by the complicated demographical situation, meaning massive migration, as well as the lack of progress regarding the settlement of the Transnistrian dispute.
“Euromonitor” is published within the project “Moldova-EU Action Plan: Document Accessible to Public”, which is based on official statistic sources, studies of independent experts, and on other national and international reports. The project is implemented by ADEPT and EXPERT-GRUP and is financed by the UK Department for International Development.
