Failures witnessed by Moldova in agenda of association with EU

None of the police reform actions stipulated in the agenda of association with the EU, whose implementation deadline expired, has been carried out. The bill to adjust the national anticorruption strategy for 2011-2015 hasn’t been drafted. These are some of the conclusions formulated by experts of the Independent Think Tank “Expert-Grup” and the Association for Participatory Democracy (ADEPT), who compiled a monitoring report on the implementation of the Association Agreement with the EU.

In a news conference at IPN, expert Mariana Kalughin said that all the planned police reform actions are overdue. The cooperation methods needed to prevent drug abuse weren’t worked out. The Council of Europe Directive on the prevention of the use of the financial system to launder money hasn’t been transposed to the national legislation. The number of persons who use psychoactive substances has increased.

As regards the basic rights and fundamental freedoms, the experts said that the period for implementing the National Human Rights Plan of Action for 2011-2014 expired and no new plan was thought up. The National Torture Prevention Mechanism does not work. “A new people’s ombudsperson for human rights hasn’t been yet named. The budget rectification of November 2015 led to cuts in the costs for a number of activities, including for institutions that work in the area of human rights,” said expert Elena Prohnitski.

The political instability influenced the dialogue with the IMF and multiple failures were witnessed at external level. “The pace of reforms in the financial-banking sector was rather slow. Among other problems is the defective cooperation between the institutions, which led to the diminution of the reform efforts in the financial and energy sectors,” said “Expert-Grup” executive director Adrian Lupusor.

There are problems related to transparency in the process of state subsidization in agriculture and rural development and in the distribution of foreign assistance. In the public health area, the process of reviewing the normative framework for preventing and avoiding driving under the influence of alcohol hasn’t been yet finished.
