Experts recommend measures to improve budget transparency to Parliament

Parliament should take a series of measures to improve budget transparency, including to hold public debates on the most important reports by the Audit Office. The recommendations were formulated by experts of the Independent Analytical Center “Expert-Grup”, IPN reports.

“The previous assessments of the level of budget transparency in the Republic of Moldova revealed that a large part of the shortcomings related to budget transparency are mainly due to the insufficient involvement of Parliament in this process,” “Expert-Grup” says in a press release.

The experts suggest creating a parliamentary commission for analyzing the audit reports of the Audit Office, which would inform Parliament about the most important results and measures that are to be taken. A mechanism should be instituted for the Government to present in Parliament a report on the measures taken by the institutions of the central public administration to fulfill the recommendations of the Audit Office.

The legislative body is also recommended to organize discussions on the country’s development priorities for the next two years and to approve the necessary recommendations and to step up monitoring over the use of the Government’s reserve and intervention funds by obliging the executive to obtain the legislature’s approval or opinion about these costs.

According to “Expert-Grup”, these and other recommended measures will create a solid framework for ensuring budget transparency, which will help increase the benefits for the Moldovan people and their confidence in the legislative body.
