The information about EU programs and funds allotted to Moldova is often incomplete and sometimes irrelevant, says Victoria Boian, program coordinator of the Foreign Policy Association. She is the author of the study “Record and evaluation of EU financial assistance offered to Moldova”, Info-Prim Neo reports. Victoria Boian says there is no unique source of information in Moldova, which would contain reports about the offered funds, their distribution and usage, the projects that have been or are still being implemented. The evaluation and monitoring of foreign projects is done by the donors and the beneficiaries are not involved. The results are brought to the public depending on project’s goal. The author proposes to create a site which would offer information about money offered to Moldova by the international community. Another issue is the proper training of State Chancellery staff, which is the national authority responsible for coordinating such assistance. Victoria Boian also says creating a network of potential beneficiaries who would receive information about latest trends and opportunities of obtaining foreign funding will help them identify the institutions that offer such services much easier. The study says that between 1991 and 2006, Moldova received 320 millions euros from the EU. Since 2006, EU institutions and organizations have invested over 250 millions euros in Moldova.
