The 2012 National Human Development Report “European Aspirations and Human Development of the Republic of Moldova” shows that the European integration prospect created a positive environment for promoting legal and social changes that support the human rights standards and the access to justice in Moldova, Info-Prim Neo reports. According to the report authors, the positive effects on the human rights in Moldova as a result of the closer cooperation with the EU will be propagated though two channels: a just and predictable legal system, and the market processes that imply interaction and change beyond the group, i.e. with people different from oneself. The higher salaries for judges can be a short-term solution, but more solutions are needed, including the reformation of the system of motivations that turned out to be inefficient for increasing the long-term judicial performance. The decisions taken in group are costly, but they reduce the probability that a judge will deviate from the legal provisions. A key idea promoted by the report when analyzing the impact of European integration of Moldova on human rights and justice is the need for politicians and decision makers to cultivate social values which are closer to the basic European standards (including tolerance towards minorities) rather than relying on the existing social beliefs and making decisions favorable for the social groups which are less tolerant of the other groups’ rights.
