Two European experts will soon pronounce on the performance of the former administration of Moldova on April 7, 2009, when the peaceful protests degenerated into riots. MP Vitalie Nagacevschi, the chairman of the special parliamentary commission for studying the causes and consequences of the events that happened after April 5, 2009, has told Info-Prim Neo that the European experts’ conclusions will be attached to the commission’s report. Francesc Guillen Lasierra and Ralph Roche are specialists in masses management. The Council of Europe delegated them to work in Chisinau at the request of the parliamentary commission of inquiry. The two experts will formulate recommendations and conclusions over the April 7 events on the basis of the video and photo evidence collected by the commission. “The European experts will assess how efficiently the former authorities managed the situation and will express their opinions as regards the protection of the main state buildings,” Vitalie Nagacevschi said. He also said that he does not know when the experts will make their conclusions public, but presumed it could happen in a month. The conclusions will be attached to the commission’s report and will be made known. Speaking about the conclusions and recommendations contained in the report, Vitalie Nagacevschi said the experts approved of the report. “I hope this assessment will be included in experts’ conclusions as well,” the MP said. The parliamentary commission of inquiry was set up by the legislative body on October 20, 2009 and worked by April 20, 2010. The commission’s report that was recently presented in Parliament contains a number of recommendations for the Prosecutor General’s Office, the Ministry of the Interior and the Supreme Council of Magistrates, which are to further investigate certain circumstances and persons questioned by the commission. The report analyzes the events the preceded the April 2009 protests and the consequences of the protests.
