We will spare no effort for obtaining the repeal of the Government’s decision from January 25, 2006 regarding the implementation of the Automatic Informational System, because it will knee the pharmaceutical field in Moldova, and over 16 thousand people will become unemployed, declared for Info-Prim Neo the president of the Small Business Association (AMB), Eugen Roscovan.
According to the quoted source, behind this decision stays a group of persons interested in the monopolization of the pharmaceutical market. “Even if we deal with a bureaucrat and aggressive apparatus we will continue fighting by means of all legal and amiable methods”, mentioned Roscovan.
Today, on April 26, several persons tried to sensitize public opinion towards this problem by distributing some fly sheets, but they were aggressed and stopped by the police, added Eugen Roscovan. On Saturday, April 27, the Small Business Association together with Independent Drugstores League will organize a round table were will be invited official persons from the World Bank, International Monetary Fund, European Bank for Reconstruction and Development and also the representatives of the Ministry of Health and Social Protection, Ministry of Economy and Commerce, Ministry of Informational Development and the Medicament’s Agency.
According to the president of AMB, at this meeting, serious efforts to convince the authorities about the incapacity of the drugstores, especially small ones, to honour the expenses regarding the implementation of the system will be made. Also, the international community will be informed about the gravity of the problem.
Eugen Roscovan remarked that this Decision violates 9 laws and international documents, including the Constitution of the Republic of Moldova, the law of the commercial secret, Anti-monopole Law, the strategy for creating work places, etc.
The specialists consider that as a result of the system’s implementation, the small and provincial drugstores will have to close and the drugs will rise in price.
Wednesday, April 26 is the deadline for all the drugstores from the Chisinau municipality to conform to the Government’s decision from January 25, 2006 regarding the implementation of the Automat Informational System. Sources from within the Medicament’s Agency that solicited anonymity, said, that because not all the drugstores will have time to conform to this decision, the deadline will be extended to May 5.
According to the Government’s Decision, the drugstores from out Chisinau will obliged to implement the new informational system by the end of this year. For implementing it the drugstores are obliged to pay totally about 36 million lei. In the Republic of Moldova work nearly 2000 small drugstores that have about 16 thousand employees.
