Eugen Carpov: Talks in “5+2” format do not produce results

The Transnistrian conflict settlement talks in the “5+2” format do not produce results. Deputy Prime Minister for Reintegration Eugen Carpov, in an interview for Radio Free Europe, said that they must define the pluses, minuses and offers of Chisinau and the real situation and prospects for the Transnistrian region, IPN reports.

Eugen Carpov said the Transnistrian conflict statement must be based on the position of the OSCE member states, which include the mediators Russia and Ukraine. “Over the last two years, the meetings of the OSCE ministerial councils adopted statements on the situation in Moldova and the talks in the “5+2” format. All the member states confirmed Moldova’s sovereignty and territorial integrity and the necessity of agreeing a special legal status for the Transition region within the Republic of Moldova, in accordance with the constitutional provisions,” he stated.

According to the official, the presence of a foreign army in Moldova’s Transnistrian region does not favor the Transnistrian conflict settlement process. “The position of Chisinau is univocal – the Russian troops must be pulled out as their presence runs counter to the neutrality principle of Moldova,” said the Deputy Prime Minister.

Referring to 2013, Eugen Carpov said the year was rather difficult as it was marked by different events at internal, regional and European levels. On the one hand, Moldova encountered sufficient difficulties and political ad constitutional crises, but on the other hand, there is the dialogue between Moscow and Brussels that is not always easy at geopolitical level. From this viewpoint, each aspect uninfluenced the situation in Moldova.

In 2014, the Deputy Prime Minister expects more clarity as regards the position of Russia, which supports the processes in Transnistria by donating large amounts of money.

Eugen Carpov said the next round of talks in the “5+2” format will take place in Moldova at end-February. There will be agreed exact details and technical aspects.
